Customer policies.
These policies describe how the founding pilots are purchased, delivered, supported, and refunded. They apply to Federal Recompete Radar and Agency Proof-of-Care purchases from Public Signal Works.
Terms of service
Effective July 24, 2026
Business purchase
The founding pilots are intended for business customers. By purchasing, you confirm that you are at least 18 and authorized to act for the named business.
Scope
Federal Recompete Radar provides source-linked research about recorded federal award-expiration timing. Expiration dates are research signals only. The service does not guarantee a recompete, solicitation, eligibility, bid opportunity, win, savings, or contract award, and it does not replace SAM.gov, legal or procurement advice, capture management, or independent source verification.
Agency Proof-of-Care provides point-in-time, low-impact observations of expressly authorized public HTTPS websites. It does not log in, submit forms, scan ports, discover hidden paths, test vulnerabilities, modify a target, or provide a security audit, penetration test, compliance certification, SLA, backup guarantee, or assurance that a website is secure.
Your responsibilities
You must provide accurate intake information and, for Proof-of-Care, have authority to request observations of every submitted site. Do not provide passwords, API keys, payment data, classified information, controlled unclassified information, proposal content, or other unnecessary sensitive data.
Payment and renewal
Prices shown at checkout are one-time pilot fees in U.S. dollars. There is no automatic renewal. Any follow-on service requires a new, explicit agreement. Payment processing is provided by Stripe under Stripe’s own terms and privacy practices.
Deliverables and use
After full payment and complete intake, we provide the digital deliverables described in the fulfillment policy. You may use delivered reports internally for your business. Public redistribution, resale, or removal of source and limitation notices requires written permission. Public-source facts remain subject to their original terms and availability.
Corrections and availability
Public records and websites can change after observation. Tell us promptly about a material factual or delivery error; we will reasonably investigate and correct a materially nonconforming deliverable or provide the remedy described in the refund policy.
Liability boundary
To the extent permitted by applicable law, the pilots are provided for informational and operational-review purposes, and our aggregate liability relating to a purchase will not exceed the amount paid for that purchase. We do not exclude rights or remedies that cannot legally be excluded.
Suspension
We may decline or stop work that lacks authorization, requires credentials or prohibited data, creates legal or safety concerns, or falls outside the published scope. If we stop before delivering because we cannot safely or lawfully perform the agreed scope, the refund policy applies.
Privacy notice

Information we receive
We may receive your name, work email, business name, purchase and payment-status metadata from Stripe, support correspondence, intake answers, authorized public URLs, and the reports produced for your pilot. Stripe processes card and wallet details; Public Signal Works does not receive or store complete card numbers.
How we use it
We use this information to confirm payment, communicate about intake and delivery, perform the authorized service, provide support and corrections, prevent abuse, maintain business records, and meet legal or accounting obligations.
Sharing
We do not sell personal information. We share information only with service providers needed to operate the pilot—such as Stripe for payments and email or hosting providers—or when required by law, to protect rights and safety, or with your direction.
Retention and security
We retain information only as long as reasonably needed for delivery, support, dispute handling, accounting, and legal obligations. We use access controls and data minimization, but no online system can guarantee absolute security. Do not send credentials or unnecessary sensitive information.
Cross-border processing
Service providers may process information in Canada, the United States, or other countries where they operate, subject to their safeguards and applicable law.
Your choices
You may request access, correction, or deletion of information we control, subject to legal and recordkeeping requirements. Contact us using the address below. We may need to verify the request.
Cancellation and refund policy

Before work starts
You may request a full refund before we confirm that work has started. Contact us promptly from the email address used at checkout.
If we cannot deliver
If we cannot perform the agreed scope or meet an agreed revised schedule and you do not accept an alternative, we will issue a full refund.
After delivery
Report a material scope or factual problem within 14 calendar days after delivery. We will reasonably investigate and correct a materially nonconforming deliverable. If we cannot materially conform the deliverable to the purchased scope, we will refund the affected purchase.
Change of mind and external changes
After conforming digital work has been delivered, a change of mind is not normally refundable. A later change to a public record, website, certificate, DNS answer, or third-party source does not by itself make the point-in-time deliverable defective.
Processing
Approved refunds are returned through Stripe to the original payment method. Bank and card-network posting times vary. This policy does not limit mandatory rights under applicable law.
Digital fulfillment policy
Effective July 24, 2026
All products are digital services; nothing is shipped. We send intake instructions to the checkout email within one business day after successful payment.
Federal Recompete Radar
After receiving complete intake information, we target delivery of the source-linked pilot report within five business days. We will email the report or a secure delivery link and identify any material source limitations.
Agency Proof-of-Care
After receiving the complete target list and explicit authorization, we target the baseline report within five business days. The pilot’s second report is targeted within 14 calendar days after the baseline unless a different schedule is agreed in writing.
Delays and missing intake
Delivery periods begin only after required intake and authorization are complete. If information is missing or a submitted target falls outside scope, we will contact you. If we anticipate a material delay, we will provide a revised estimate and the options available under the refund policy.
